This course has 5 short lectures.

Lecture 1: This lecture will discuss some fundamentals of data – why they are important, what they are used for, and the things we must remember when we handle and deploy data. These are basic concepts that will hopefully enrich our appreciation and understanding of data, and how they relate to things that matter to us.

Lecture 2: This discussion will introduce what data driven development (3D) is and the importance of data driven policy making. The session will give some examples of 3D, the gaps in 3D and how we can bridge the gap. 

Lecture 3: The discussion will also provide an overview of the data that LGUs are required to collect under national policies. The discussion will provide a strategy on how to simplify data collection to meet the requirements for analysis and reporting. 

Lecture 4. This session will focus on 3D and Planning and Budgeting in LGUs. The session will cover 4 key aspects: Introduction to Planning and Budgeting and Data, Planning and Budgeting Process in LGUs, 3D Principles and Elements in Local Planning and Budgeting, and finally, an application workshop.   

Lecture 5. This session provides an overview of the Mandanas Garcia Ruling as a backdrop for data driven development at the local government level. The lecture discusses the challenges and opportunities of the Mandanas Ruling for LGU stakeholders. 

Lecture 1: This course aims to provide a basic understanding of the concept of data, give examples, and differentiate the types of data that are commonly encountered. Additionally, this course will allow the participants to categorize data into machine-readable or non-machine-readable formats.

Lecture 2: This lecture aims to underline the benefits of data digitization, explain what factors should be considered when collecting data, and find the right approach of obtaining respondents through sampling methods.

Lecture 3: This session aims to expose learners to the concept and importance of data quality and provide a data quality assessment tool to evaluate the data quality of an organization’s databases. 

Lecture 4. This discussion presents the concepts and importance of data audit or data maturity assessment in institutionalizing a strong data culture in an organization and aims to encourage learners to conduct self-evaluation on data readiness through a data maturity assessment tool. 

Session 1: This short introduction will give an overview of the course and the importance of gender, disability, and social transformative 3D. 

Session 2: This lecture will focus on discussing the basic concepts, principles, and issues of Gender Equality, Disability, and Social Inclusion (GEDSI) such as sexism, misogyny, gender roles, gender fair, SOGIESC, LGBTQI, VAWC, and many others and how these relate to data driven development. 

Session 3: This discussion will introduce gender statistics on global, regional, national, and subnational goals and platforms. This will also highlight the Philippines’ efforts in supporting gender statistics through the different initiatives, as well as the multidimensional approaches in data collection.

Session 4: This session will present good practices of Tabaco City on integrating gender in the data system, from data collection to analysis.

Lecture 1: explain why the public should participate in the finance processes of the government. It will provide an illustration of the consequences of leaving the handling of public funds solely in the hands of public officials and describe the kind of relationship people’s organizations and local executives should have.

Lecture 2: This discussion will illustrate how the local public contributes to the earnings of LGUs. It will provide an overview of the various ways LGUs earn revenue through taxes and other non-tax sources.

Lecture 3: This lecture will cover the importance of budgeting and planning, as well as local public participation in LGU budgeting and planning. It will provide a general discussion of the planning and budgeting processes of LGUs and show where in these processes is public participation possible.

Lecture 4. This lecture will discuss the different steps the local public may take to track the implementation of the LGU’s and national government’s approved plan and budget.

Lecture 5. This discussion will cover the procurement process in government projects. It will provide an overview of the law governing the procurement process and show areas in the process where civil society can participate.
